The fundamental failures identified in the Ombudsman's report underline the need for a systematic review.

The resignation of chief commissioner Simon Overland is by no means an end to the politics of policing in Victoria. In fact, it leaves as much intrigue, if not more, about senior management, police-government relations and police practice as existed before the resignation.
