Content

This unit will provide a robust understanding of the fundamentals and techniques of spatial 'plan-making' from neighbourhood to regional scales for a variety of purposes, along with the preparation and administration of land use management tools.  It outlines strategic planning processes for gathering a diversity of information, identifying often conflicting objectives and aspirations for land use, engaging with stakeholders and community interests to articulate and reconcile priorities, then devise options that aim to resolve a shared future that can achieve political and community acceptance. The unit then explores the underlying principles and mechanisms utilised in the assessment and regulation of land use. These includes procedures requiring approval for the development of land or changes of use, assessing and balancing conflicting personal or societal objectives, resolution of disputes, review of decisions through appeal mechanisms, and reserve provisions enabling executive government to manage major or priority projects. These mechanisms and their underlying principles are illustrated utilising examples from across a range of jurisdictions, predominantly among Australian states, and the British and American approaches they have drawn upon.

Assessment

Two individual assignments (30, 35%) 65%, one team assignment 35%.  Assignments may include a component of oral or digital presentation.
