Business Continuity Management Subcommittee
The Business Continuity Management Subcommittee (previously known as the Emergency Management Subcommittee) was formed in 2001. At the same time, an Emergency Management Framework was established, which was reviewed and updated in 2004. In 2006, the Emergency Management Committee became a subcommittee of the Planning and Resources Committee so as to enable more formalised coordination and communication regarding emergency management within the University. In 2007 the role of the subcommittee was broadened to include business continuity. Emergency management is now part of the University’s Business Continuity Management Program.
Terms of Reference
The Business Continuity Management Subcommittee is responsible for advising the Planning and Resources Committee (PRC) on the planning and evaluation of arrangements for business continuity. The purpose of business continuity management is to maintain and as needed, restore the normal operations of the University during and after a business disruption. Business continuity management includes:
- business continuity planning and business contingency planning
- crisis management - the coordinated action to manage a business interruption
- emergency management - the activities involved in effectively responding to a physical threat to people or property
- business recovery and restoration - the activities required to recover, restore or scrap damaged or affected assets and systems
- business maintenance and contingency arrangements – maintaining where possible normal business operations, and where not possible, implementing contingency arrangements during a business disruption.
The Subcommittee’s terms of reference are as follows.
- To ensure compliance with the Business Continuity Management Framework operational policy and procedure (to be developed).
- To develop and maintain a Business Continuity Management Strategy and Plan.
- To oversee the development and periodic review of:
- policies, procedures and other documents related to business continuity management
- training and awareness programs related to business continuity management
- testing and monitoring programs related to business continuity management.
- To monitor and report on business continuity management, including relevant performance indicators, to the Planning and Resources Committee and Risk and Compliance Management Subcommittee.
- To prepare an annual report for the Planning and Resources Committee in consultation with the Risk and Compliance Management Subcommittee on the nature and extent of business continuity risks and the actions being taken to address these risks.
- To ensure that the University provides the necessary training and equipment to staff likely to be involved in responding to a major emergency or threat to business continuity.
- To arrange periodic assessment and auditing of business continuity management and in light of recommendations make appropriate improvements and revisions.
- To oversee and review business continuity risks as identified in the University risk register and individual faculty and division risk registers.
- To initiate processes for the collection, collation, analysis, evaluation and reporting of business continuity events occurring across each campus of the University.
- To make recommendations for the continuous improvement of the University’s Business Continuity Management Framework and to communicate and monitor the implementation of approved recommendations.
