In the days of early settlement in Victoria, hotels were public houses in a wider sense of the word than that normally applied.  Although hotels provided drink, food and accommodation the public came for other reasons as well.  Political and other public meetings were conducted in them.  Inquests, in the presence of the body of the deceased, were held by coroner and jury on their premises.

It is not surprising then that in April 1841, when James Conolly decided to seek business in Geelong, he nominated two hotels, one in South Corio and the other in North Corio, as places where he would be available for professional consultation.  They were Griffin's "Retreat" in Fyans Street near Bellerine Street and Mack's Woolpack Inn, Brougham Street.

Conolly was admitted to practice in Port Phillip District in April 1841 on the same day as Henry Tyssen who was the first solicitor to practise in Geelong.  He seems to have settled permanently in Geelong by 1847.  His father came from Donegal, Ireland where family members had held political office over two generations.  It is therefore no surprise that he took an active and vocal interest in local politics, raising a lone voice against the demagogue John Pascoe Fawkner in public debates on separation of Port Phillip District from New South Wales.
