Biography

Biography

Dr Julie Rowlands researches and publishes in the areas of governance, higher education systems, academic quality assurance, leadership and organisational change. Her work has been published in A* and A-ranked international journals including Studies in Higher Education and Quality in Higher Education and her writing on university academic boards is used by a number of universities around Australia and internationally as a basis for board member education programs. Julie has presented extensively on higher education governance and the role of the university and its relationship to the state, both within Australia and also internationally. Most particularly, she was an invited presenter at the Universities Australia higher education conference in Canberra in March 2011 and in November 2011 she was sponsored by the National Committee of Chairs of Academic Boards and Senates to present on the implications of her research findings at their annual conference in Perth. In November 2013 she was a sponsored presenter at the Association of the Australian University Secretaries confernerence in Bisbane where she spoke about academic governance and higher education standards. An article about Julie’s research was also published in the Australian Financial Review in November 2011.

Julie is currently a lecturer in the School of Education at Deakin University where she is a research active member of the Centre for Research in Educational Futures and Innovation. Julie completed her PhD in 2012 under the supervision of Professor Jill Blackmore. Her thesis was entitled The Role of the Academic Board in the Contemporary Australian University. Prior to her current academic work, Julie was a senior manager in higher education governance for more than 15 years, most recently as Head of University Governance at Deakin.

Research

Research projects

Julie completed her PhD on 'The role of the academic board in the contemporary Australian university' in late 2012. The research examined the role and function of academic boards, including their place in and the way they are affected by power and authority relationships within the university. Her thesis also explored changes within higher education in the past 30 years and their impact on university governance. Julie is currently publishing out of her PhD research and is also involved in other research projects in related fields.
