Content
Across the world the authority of governments is under challenge due to regional polarisation, globalisation, pandemics, economic inequality and the politics of identity. Federal systems of government strive to balance competing sovereignties, but their ability to secure this objective is under increasing question. This unit examines public policy in an era of radically competing sovereignties. It considers traditional forms of federalism, with specific attention to Australia, and their rationale but also non-territorial federalism, the claims of Indigenous self-determination in Australia and elsewhere, social and environmental policy and the rise of multi-level governance.
