Harassment and Discrimination Contact Officers

Harassment Discrimination Contact Officers (HDCOs) are trained staff volunteers who provide confidential information and support to staff and students in matters involving discrimination, harassment, bullying, vilification and victimisation.

They can explain the options available for raising or resolving a concern, outline relevant policies and supports, and attend meetings in the capacity of a support person. HDCOs are available to assist both individuals wishing to raise a concern and those who have had a complaint made about them.

Harassment and discrimination support

A range of issues, complaints and grievances can arise in any working or learning environment. Deakin aims to foster a culture where you feel able to raise concerns, supporting an environment that is respectful, inclusive and responsive to the needs of our University community.

HDCOs maintain confidentiality in line with the University’s privacy policy. They do not advocate for individuals or take action to resolve complaints; instead, their role is to offer information, options and referrals to help you decide how you wish to proceed.

HDCO’s play an important role in promoting a respectful, healthy and inclusive workplace culture at Deakin. HDCOs are located throughout the University and can provide confidential support and information for diverse concerns.

The role HDCOs play

  • Helping create a more inclusive environment – HDCOs contribute to a culture where concerns are taken seriously and people feel able to speak up.
  • Supporting fairness and respect – they help ensure that processes are understood and that individuals are treated with dignity throughout any concern‑raising process.
  • Contributing to people and culture – HDCOs strengthen the University’s commitment to respectful behaviour by modelling constructive communication and supporting early, informed responses to issues.
  • Insight into workplace dynamics – their visibility across different areas gives them a unique understanding of local issues and emerging patterns, helping the University identify areas for improvement.

What will a HDCO do?

We recognise that raising a complaint can take courage, and we also acknowledge the impact it may have on the person who is the subject of the complaint. HDCOs help ensure that everyone involved is heard and treated with respect.

HDCOs maintain strong connections across the University. They understand the local contexts that shape people’s experiences, as well as the policies that apply to matters involving discrimination, harassment, bullying and victimisation.

You can speak with an HDCO confidentially to discuss your concerns and consider your options before deciding whether to take any further steps.

Accessing a HDCO

You can select any HDCO from the network list and contact them by email or phone. You are welcome to choose a HDCO from your immediate work or study area. Alternatively, you can select a HDCO who is further removed from your area if you prefer.

You can also request a referral to a particular HDCO by contacting the Equity and Inclusion Complaints Consultant.
